Where the VIN is
In Latvia the VIN is printed on the EU registration certificate, field E. On the car it is at the bottom of the windshield and on the door pillar; all copies must match.
Compare the readings
Check the CSDD inspection mileage against the readings from the countries the car came from: a rollback before the first Latvian registration only shows there.
Imported cars

Used cars and vehicle records in Latvia
Latvia imports most of its used cars from Germany and other EU countries. The CSDD (Road Traffic Safety Directorate) keeps the vehicle register and the results of the technical inspections, including the mileage.
